Project Description

As part of the Integrated Carbon Capture and Storage (CCS) Pre-Feasibility phase of the Carbon Storage Assurance Facility Enterprise (CarbonSAFE) Initiative, Electric Power Research Institute, Inc., partnered with the DOE, will conduct an initial assessment of the southern San Joaquin Valley (SSJV) in California, specifically, of the technical, economic, social, and regulatory challenges and solutions related to the development of a commercial-scale, integrated CCS facility. Clean Energy Systems’ (CES) Kimberlina Power Plant will be assessed as an initial site for CCS in the SSJV. The project team will work toward the goal of a licensed CO2 storage complex by 2025 that can safely store over 50 million metric tons of CO2. A roadmap for ramping up initial injection at the Kimberlina plant will be broadened in scope to include additional parts of the SSJV region, working toward inclusion of additional CO2 emission sources.

Project Benefits

This project will also develop an implementation plan for the SSJV area in order to determine the most economical approach to capturing, transporting, and storing large quantities of CO2 in large capacity storage reservoirs (from sources that generate more than 200,000 tons of CO2). A core benefit of the project is the further development of cost-effective storage solutions that improve reservoir storage efficiency while also determining reservoir capacity to within ±30 percent, which is a DOE Carbon Storage Program goal. As part of the team’s effort, C2SAFE will work toward safe, reliable containment of CO2 in geological formations with a goal of 99% storage permanence, which is another DOE Carbon Storage Program goal. In support of a third DOE Carbon Storage Program goal, operational experience gained from the biofueled power-generating facility owned by CES will serve as an operations model that can be incorporated into DOE Best Practice Manuals. The C2SAFE project will also support the Carbon Storage Program mission to develop and advance CCS technologies, for widespread commercial deployment in the 2025-2035 timeframe, that will ensure safe, secure, efficient, and cost effective CO2 containment in diverse geologic formations.
