Modification 000010 - The purpose of this modification is to add and solicit applications for Areas of Interest 18, 19, & 20; edit Merit Review Criterion (MRC) 4 and MRC weighting; update Community Benefit Plan language throughout; update FFRDC/NL maximum effort; add Transparency of Foreign Connections and Potentially Duplicative Funding application requirements and Affirmative Action & Pay Transparency Requirements and Foreign Collaboration Considerations terms; and update other FOA terms and requirements to the latest versions.  This FOA is a modification to the funding opportunity announcement DE-FOA-0002400 previously titled Fossil Energy Based Production, Storage, Transport and Utilization of Hydrogen Approaching Net-Zero or Net-Negative Carbon Emissions. The current modification titled Clean Hydrogen Production, Storage, Transport and Utilization to Enable a Net-Zero Carbon Economy aims to continue advancement in hydrogen technologies that are capable of improving performance, reliability, and flexibility of existing and novel methods to produce, transport, store and use hydrogen in support of the nationwide goals of reducing greenhouse gas pollution associated with energy use by 2030 and achieve economy-wide net-zero emissions by 2050.At the time of the original issuance in January 2021, applications were solicited for five areas of interest among a total of seventeen AOIs aligned within seven specific program areas. This amended FOA solicits applications for three more AOIs for award in FY24.

This FOA is a modification to the funding opportunity announcement DE-FOA-0002400 previously titled Fossil Energy Based Production, Storage, Transport and Utilization of Hydrogen Approaching Net-Zero or Net-Negative Carbon Emissions. The current modification titled Clean Hydrogen Production, Storage, Transport and Utilization to Enable a Net-Zero Carbon Economy aims to continue advancement in hydrogen technologies that are capable of improving performance, reliability, and flexibility of existing and novel methods to produce, transport, store and use hydrogen in support of the nationwide goals of reducing greenhouse gas pollution associated with energy use by 2030 and achieve economy-wide net-zero emissions by 2050.
