Interdisciplinary General Engineer/Physical Scientist, GS-801/1301-13/14 (FPL 14), Office of Chief Counsel, National Environmental Policy Act Division

This position is in the Officer of Chief Counsel, National Environmental Policy Act Division (NEPA).  The NEPA Policy and Compliance Division manages NETL's compliance with the National Environmental Policy Act (NEPA) and related environmental statutes, regulations and policies in connection with NETL's major projects. Identifies potential changes in environmental and other external requirements in order to analyze how these changes may affect the laboratory’s research and development projects and conducts studies of issues associated with the citing, permitting and integration of power plants, carbon capture systems, carbon dioxide pipelines, transmission lines and related facilities. 

This position serves as a NEPA document manager and NEPA Compliance Officer by overseeing preparation, issuance, and adequacy of categorical exclusions, environmental assessments, environmental impact statements, findings of no significant impact, records of decisions, and administrative records for complex projects critical to DOE’s missions in support of on-site and off-site work under the auspices of NETL.  Manages projects’ compliance with the National Environmental Policy Act (NEPA) and other environmental statutes and regulations.   The position will require coordination with other Federal and State resource agencies, as well as, responding to NGO environmental groups and if warranted attend Public Meetings.

This position is located at the National Energy Technology Laboratory (NETL), Finance & Acquisition Center.   As a Contract Cost/Price Analyst, your duties will include, but are not limited to the following: requesting, coordinating, analyzing, and integrating into the comprehensive pricing report the various technical and audit evaluations performed by other Government personnel; supporting the Cognizant Contracting Officer in the establishment of final indirect rates for contractors where NETL is designated as the Cognizant Federal Agency and for contractors which NETL is designated as the Cognizant DOE Office; providing expert advice and assistance on cost/price matters for pre‐award, post‐award, and closeout activity in support of the various major programs managed by the Laboratory; and performing Contracting Officer responsibilities on a limited basis in compliance with the governing acquisition and assistance regulations and policy guidelines, to ensure the timely processing of both internal and external customers' requirements/milestones in support of the establishment of Indirect Rates.

The incumbent is responsible for providing overall leadership and direction to pioneering scientific and engineering development efforts in achieving new and innovative capabilities.  The incumbent will also 1.) Have mastery knowledge of advanced theories, concepts, principals, and practices of project management in order to manage and coordinate a variety of technical R&D projects.  2.) This position is in the Laboratory Operations Center (LOC), Facility Operations organizational element.  Facility Operations manages real property facility activities at all NETL sites to assure safe, efficient and effective operations, consistent with the NETL mission and in accordance with applicable law, federal policy, and best practices. This position takes on leadership duties of a team or teams of engineers on larger projects in conjunction with his supervisor.  This position performs a variety of engineering duties and will be a member of the Maintenance, Operations & Sustainability Directorate.  The primary purpose of this position is to provide technical support and guidance to the maintenance and operations of NETL facilities; and the design and construction of civil, structural, mechanical, architectural, electrical, environmental, safety/life safety, OSHA, and fire protection infrastructure upgrade projects or portions of projects that include such to ensure organizational goals are met.
