Solicitation DE-SOL-0010954 – Utility Management Support Service for the Federal Energy Management Program (FEMP) 

Contract DE-EE0008146 has been awarded to Exeter Associates, Inc., in response to the Utility Management Support Services for the Federal Energy Management Program (FEMP) solicitation (DE-SOL-0010954).

The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), issued competitive solicitation, DE-SOL-0010954, as a 100% total small business set-aside, for Utility Management Support Services for the Federal Energy Management Program (FEMP).  The solicitation is to obtain energy related regulatory, technical, and analytical services to support the efforts of FEMP and Office of General Counsel (OGC) located in Washington, D.C.  The period of performance is for a one-year base period and four, one-year option periods for a total sixty-month performance period, if all options are exercised.  The North American Industrial Classification System (NAICS) code for this effort is 541618 -- Utilities Management Consulting Services with a size standard of $15.0 million.

The selected Contractor will be required to provide analysis support to assist with DOE's participation in nationwide utility regulatory proceedings through on-going regulatory monitoring, preliminary review and analysis of regulatory filings, and detailed review and analysis to include accounting, economic, financial, engineering, regulatory and expert testimony. The contractor will also be required to provide utility studies and reports that involve planning, engineering and economic analysis that cover all facets of physical utility plant and acquiring utility services.  The selected Contractor shall manage their workforce and the overall execution of work to ensure appropriate staffing of the required services.
