Section 999 of EPAct 2005 requires the development of an annual implementation plan. The 2007 Annual Plan [PDF-9.31MB] was completed on August 1, 2007 and published in the Federal Register. This Plan was developed by NETL and based in part on recommendations from the consortium selected to administer a portion of the R&D program, and also on recommendations from two Federal advisory committees that reviewed a draft of the Plan.
