The Department of Energy's Office of Fossil Energy and the National Energy Technology Laboratory implement Congressionally-mandated programs and promote the Department's strategic plan by supporting external research and development projects awarded competitively through the University Coal Research (UCR) and Historically Black Colleges and Universities and Other Minority Institutions (HBCU/OMI) solicitations. 

As part of the program requirements, Principal Investigators are obligated to attend a two day, annual contractors review meeting to report their research accomplishments. Additionally, the contractor review meetings provides  opportunity for the participants to exchange ideas and to be exposed to potential energy related research programs and the state-of-the-art techniques in the energy field within DOE, industry, and other governmental agencies.  The presentations given during this two-day meeting further provide an opportunity for information exchange between UCR, HBCU, DOE, and NETL attendees.
