The Texas Clean Energy Project (TCEP), to be located in Penwell, Texas, about 15-miles west of Odessa, is a Carbon Capture and Storage (CCS) first-of-a-kind commercial demonstration integrating CO2 capture technology with a nominal 400 megawatt electrical (MWe) integrated gasification combined cycle (IGCC) power/poly-generation facility. The IGCC plant will deploy an advanced Siemens coal gasification and high-hydrogen capable power block. About 2.3 million tonnes of CO2 per year will be captured using water-gas shift (to maximize CO2 conversion) and Selas (a.k.a. Linde) Rectisol® technology. About 80% of the captured CO2 will be compressed and delivered via existing regional pipeline to depleted West Texas Permian Basin oil fields for deep geologic storage with concomitant enhanced oil recovery (EOR). The Texas Bureau of Economic Geology will develop and assure compliance with monitoring, verification and accounting requirements. The remaining captured CO2 will be used in the production of urea fertilizer.
Relative to the DOE goals established in the Funding Opportunity Announcement (FOA), the benefits are as follows:
- Greater than 90% CO2 capture efficiency in the coal-gasification synthesis gas (syngas) stream, significantly exceeding the minimum 50% capture efficiency requirement;
- Makes progress toward the goal of less than 10% increase in the cost of electricity (COE) for gasification systems through revenues generated by multiple products; and,
- Captures and sequesters or puts to beneficial use about 2.3 million tonnes of CO2 per year, significantly exceeding the minimum 300,000 tonnes per year requirement.
The TCEP is slated for financial closing in mid 2015 with a groundbreaking in mid to late Summer 2015. Construction will be completed in mid 2018 with ramp up to full commercial operations to begin soon afterward.
