Synopsis: This report examines the technical and economic feasibility of a small-scale coal-to liquids (CTL) facility in southwestern West Virginia. The facility employs gasification and Fischer-Tropsch (F-T) technology to produce commercial-grade diesel and naphtha liquids from a high-sulfur bituminous coal. The scope of the study includes conceptual design development, process analysis, component descriptions, capital and operating cost estimates, and a comparative financial analysis.
