SOLICITATION UPDATES: 

Solicitation DE-SOL-0003719 - Amendment A001 has been issued to revise the CMMI certification required, revise the Statement of Work, revise the Instructions to Offerors, and revise the evaluation criteria. The Amendment does not extend the due date for proposals. Information Technology Operations and Maintenance Support (ITOMS) Services has been issued (April 20, 2012) with a due date of proposal of May 24, 2012. This solicitation is restricted to those contract holders under the General Services Administration's (GSA) Alliant Small Business (Alliant SB) Government Wide Acquisition Contract (GWAC). Potential Offerors are required to have Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) for Services (CMMI-SVC) or for Development (CMMI-DEV) level 3 or higher. Additional information is available at the individual solicitation page links at the bottom of this webpage.


Purpose:

The electronic reading room is part of NETL's strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement.

The electronic reading room is living document with regular updates as new solicitations are anticipated and developed and new information is made available; changes should be expected throughout the solicitation process and up to the issuance of each new solicitation. It is expected that this reading room will be the link to future information provided for each of the follow-on contracts.

It is planned that this reading room will work in conjunction with FEDBIZOPPS for release of offeror notifications as we progress through the solicitation process.

This information should always be viewed as being "draft" until the solicitations are officially released to the public.


Summary Information:

The current contract structure represents seven major site support contracts:

Research and Engineering Services/Support, Energy Sector Planning and Analysis Services/Support, Program Performance Management Services/Support, Project Integration and Execution Services/Support, Information Technology, Operations and Maintenance Services/Support, Support Administrative Services, and Site Operations Services/Support.

In addition, NETL has support services for Site Security Services, A&E Services, and several other areas of interest that may be posted to this electronic reading room.

In order to provide all potential offerors as much information as possible to begin preparing for the developing solicitations, the following links are provided to the FOIA released versions of current contracts.

 

VIRTUAL TOURS/OPEN HOUSE INFORMATION:

This information is from 2008, however it is still considered valuable to offerors in gaining an understanding of NETL and therefore is still available for viewing. This information also contains virtual tours of the NETL sites which will assist potential offerors in an understanding of the various NETL sites.

On June 4th and 5th, 2008, NETL held an Open House for potential offerors related to the Research, Engineering, Analysis, Program and Project services. This was not a pre-solicitation conference and attendance was not mandatory. No questions and answers were discussed during this open house.

Information Technology Operations and Maintenance Support

Solicitation DE-SOL-0003719 - Information Technology Operations and Maintenance Support (ITOMS) Services has been issued (April 20, 2012) with a due date of proposal of May 24, 2012. This solicitation is restricted to those contract holders under the General Services Administration's (GSA) Alliant Small Business (Alliant SB) Government Wide Acquisition Contract (GWAC). This solicitation was a result of the Market Research completed by NETL under RFI Number DE-SOL-0003475. Based on the Market Research and the received concurrence from the Small Business Administration (SBA), NETL determined to fulfill this requirement through a small business set-aside under the Alliant SB GWAC. The individual solicitation page is populated with additional information that potential Offerors may find useful in the development of their proposal. The electronic reading room information may be updated with additional information as it becomes available. The information posted at this site is not essential in the development of the proposal, however may provide additional insight that the Offeror may find beneficial.
