NASPI SUMMARY INFORMATION
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), issued a full and open competitive solicitation to write a specification for the North American SynchroPhasor Initiative network (NASPInet), a network composed of Phasor Gateways, a Data Bus and a set of common services.  This requirement is in support of DOE’s Office of Electricity Delivery and Energy Reliability (OE) in its mission to lead national efforts to modernize the electric grid, enhance the security and reliability of the energy infrastructure, and facilitate recovery from disruptions to the energy supply.

The solicitation was issued on 5/15/08 under Solicitation No. DE-RP26-08NT00227 entitled, “Specification for North American SynchroPhasor Initiative (NASPI).”  The North American Industrial Classification System (NAICS) code for this effort was 541512 – Computer Systems Design Services with a size standard of $23M.  This requirement was awarded to Quanta Technology under NETL Contract No. DE-NT0006731.  A Freedom of Information Act (FOIA) release version of this award is posted below..
DOE anticipates using the NASPInet specification to support DOE OE’s mission by making the specification available to utilities, universities, DOE National Laboratories, the North American Electric Reliability Corporation (NERC) and component manufacturers. In this way, stakeholders in grid reliability can perform pilot studies or simulations to support implementation of NASPInet on a larger scale. This may or may not involve future competitive actions by DOE or others.
